That's not correct, all transfer need to be registered including loans so. All of them are available, except Ledley as his was an International Transfer so as it was so late, perhaps it was to late for clearance, he most likely can't.

No of coarse not, when you register a new player THE FA have to check his previous registration, when they are already registered with them it's internal, but when a player is registered with a different Football Association they have to get official clearance from the FA, in Ledleys case that's the SFA, it won't be a problem just takes a little longer.

Work permits are nothing to do with THE FA, that's the Home Office.
