I always used to think when I saw a homeless person with a dog " blimey mate you can barely look after yourself let alone a dog as well" . but I have since read a big issue article that its sort of encouraged , it makes them think more about getting themselves sorted and gives them responsability

I'd say it shows him as more capable of looking after himself meaning there's actually some benefit in giving him money rather than the foreign beggar who limps up and down speaking his only word of English, 'Please'.
