It may be "just a cat" to you, but to the people who have lost their cats to this scumbag they will be more than that. It might well be in his best interest to be apprehended by the police before someone else catches him.
As an example of what I mean,I value the well being of my cat above that of the plethora of lowlife like him we hear about almost daily and see for ouselves from time to time.
Some of those affected by his actions might be of the same mindset as myself.
ie. do this to my cat, and your life, in my eyes, becomes forfeit.

I'd argue the same if you took a s*** in my garden on a nightly basis.

I'm not a cat person, but I agree that animal cruelty is lowest of the low, however some cat people do have a rather strange view of the world - fo example, an old house I lived in, the neighbours' cat would regularly go fishing in my pond, their reaction was "it's just doing what comes naturally", my response being "if I allowed my dog to jump the fence and tear your cat apart, he would also just be doing what comes naturally, but that wouldn't make it right or acceptable".

Total tangent, of course, and I hope they catch this person soon
