I imagine that's why the CPS has to massage the figures with one former director pushing for prosecutions for certain types of crimes.

Whether they can actually get a conviction due to proving intention, is another matter (which likely would be related to other statements). However, if the 'victim' refuses to testify in a criminal offence, the chances of a successful conviction will obviously be reduced.

Its not for the Police to 'prove'. That is the job of the CPS. The police have to assess if there is a case to answer. There are plenty of un--witnessed crimes. If he did just invent it for the sake of it, then that is still potentially a crime.
