It's another situation where public money has been cut back so ruthlessly in successive years that the resources available are heavily overstretched and don't function as effectively as they used to. Other examples are the NHS and military (except when we have to fund mega projects to keep Scottish shipbuilders employed). It cost £90+ billion to bail out the banks in 2008 but unfortunately, we're probably in for a similar amount to fund Covid interventions by the time the pandemic is under control? The government and public sector has just run out of cake and we all suffer.
