This relates to the tariffs imposed on imports of British steel (deemed illegal by the WTO), that were designed to shore up Bush's vote. If they aren't removed by December, exports from Florida, Wisconsin, Iowa and Tennessee will be targeted. If the EU hits Florida's citrus business then Bush could pay a heavy electoral penalty.

It's heartening to know that even the arch-Blairites are hostile towards Bush.

It's normal for host nation to pay for the security of their guests. When our PM or Royals visit the States the American tax payer picks up the tab. That's just the way things work.
