It depends on the technologies really, in some areas it could be a little as a few years, but in others it can be as much as 20 years. The Soviet was always technologically behind the West militarily, but was quite capable of compensating with pragmatic solutions. The best way to compare the west and soviet/Russian technological difference, is the old adage where the US space program developed a pen that could write in space, where as the Soviet space program just used pencils and crayon.

The Russians have always been sneaky like that.

Obviously I was talking about his foreign policy which is weak and ineffectual. Do you ever read things in context? You saying I am blinkered is like the Hunchback of Notre Dame saying I have rounded shoulders.

I have a strange visual now, of local youth gangs in your area in full Napoleonic dress, with sawn off muskets doing a drive by in a horse and cart.

To predict another Cold War simply misunderstands what the Cold War was. Communism was essentially a commodity that Russia wanted to export (and for a long time believed would simply be adopted globally de facto) and that's what drove the philosophical division between eastern and western Europe. Today's Russia may be aggressive and/or imperialist in terms of seeking regional dominance, but its motivation is largely economic rather than philosophical. For instance, its alliances in the Middle East aren't really based on the likelihood that Syria will turn to some Russian political dogma; only that an economic alliance will be enhanced by propping up a friendly dictator. Russia now is more miscreant and irritant than overt threat.

That being said, there will be battles rather than a lengthy war because relations with Russia will ebb and rise when and where they are motivated by a specific interest, rather than through an ongoing and permanent difference in philosophies. Russia is a problem, yes. But a new Cold War? No.

Everyone is assuming that the Americans aren't complicit in this.
They want Assad out and that can still happen as well as dealing with ISIL.
Another pro Russian can take over in Syria and the combined forces of the northern hemisphere can bomb the crap out of TSIL (separately)while Iranian ground troops clean up.

America can claim a small victory with Assad going and does not have to send troops into the region. Russia maintain their influence in the Syria.

Everybody saves face.

A lot of Millhouse Capital stock of Russian oil, gas and aluminum, were sold off (at the same time as a number of Russian Ogliarch's who weren't selling were arrested, committed 'suicide' or were murdered).

He still has interests in Russia, not to mention the ear of Putin (who he 'recommended' to Yeltsin as his successor), but his financial power isn't as dependent on Russia as it was over a decade ago.
