Cruelty require moral capacity, which requires language. As such the actions of animals aren't cruel, because they lack the ability to manifest moral arguments or understand ethics.

To determine an actual cruel, you must first establish as basis of understanding the concept of cruelty and knowingly engaged in an act that was cruel and unreasonable.

As reasonable is determined as being 'for a reasonable person' it would follow that its not unreasonable for a cat to engage in such activities, because its normal for all cats to do this.

So even if cats could understand morals and express ethical arguments, its actions are not really cruel, because they are not unusual among cats. They only appear cruel to humans (who arguably would be hypocritical to the point of denial if they eat meat - given the casual cruelty, and ethical dilemmas, inherent in raising meat for food).
