If he wanted to look closer at the benefits for disabled people he could make a start by means testing them as not everyone needs the money - and I'm speaking from personal experience

We all know that can cost more than the savings. It can only take a small sum of money to send someone over the edge. Once a debt spiral starts they may have no wage or wage increase to dig themselves out.

Growth is stimulated by the (broad)'middle classes' having a few quid to spare which it turn brings higher employment.
The problem is at the top and the way money is distributed, not the bottom. Until this is addressed, which i doubt it will be tbh, nothing will change.

But agreed, welfare does need to looked at.

I think that can be part of the picture, although wouldn't the working classes having a few quid to spend also generate growth. In my experience, the middle classes tend to not spend income, but invest it or otherwise secure it against future spending (kids tuition etc).

Thatcher's success I think owed more to 'wealth to the working classes' than middle classes.

I disagree with this. Disability allowance should be available to everyone who qualifies, as it covers the additional costs of incapacity and disability. Once you start means testing, society generally seems to head down the path of making it harder to claim than fairer.

Its very hard to determine 'who needs the money' and it generally becomes 'where can we save more money'.
