How can a judge or magistrate seriously believe a 21 weeks suspended prison sentence is a just and appropriate outcome for what they did?

I think that cruelty to animals, like the desire for violence, is really a symptom of a damaged psyche. Effectively finding gratification in the suffering of others, or being able to inflict your will onto others through violence or intimidation is a sign of deep seated issues in a person. Basically, I think if your doing this kind of thing, your a threat to other people, and need to be treated as such. There is a difference between stupid cruelty or neglect and intentional harming of others, animal or otherwise because you can.

Of course wish fantasy is a cathartic release, most people couldn't actually go through with such actions. Those that could, probably would be the kind of people for whom torturing animals was a brief flirtation before moving onto people. But as a rule, I think its generally right to be outraged by such behaviour, provided you don't actually use it as justification to act in the same manner. In which case, you're dressing justice up as revenge to validate your own viciousness and sadism (and it was never about the cruelty of others, but the cruelty of yourself).
