I thought Parish was going to enter into discussions (or had done so already) with the planning dept so that when an application goes in we have a pretty good idea of what they'll accept and what they wont.
Or maybe that is whats happened but the council have just bottled it and rejected it anyway!


As always, any planning portal is so complicated its like you need a code to decipher it. Council planners really should be brought to account. I can't stand them they are a breed to themselves and a blight on us all.

The only plans submitted by the club recently, that are awaiting decision, are for a temporary generator building in the car park, actually:

Nope.

The Council were shown the plans last week in order that any issues likely to prevent planning permission could be addressed.

Actually Bexley is correct, as things stand the latest 'submitted' planning application is for the siting of a generator.

You are correct in picking up that SP went to the Council with his vision for the development of the Main Stand, but as I understand it this was an exercise to get a feel for what the local authority would accept BEFORE a planning submission was made.

Its very much about 'bridge building' with Croydon and allowing them to have a say in the development PRIOR to submission should reduce any unforeseen issues, delays and associated costs in re-visiting plans etc.

Seeking pre-application planning advice from planning officers is very wise in that it can save a lot of time and money.The plans wouldn't be decided under 'Delegated powers' so it would go to a committee and there are of course timescales between submitting an application, consideration by local councillors etc etc before it actually gets to the committee stage. A rejection at this point and you start again, submitting another application, paying for the application and the whole cycle starts again. Time and money !

As someone who works in Town Planning I will just say for those that are not aware - for certain projects the developer may well submit what is called a Pre-Application - these are a basic planning application with the drawings and a few bits and pieces of information and these can get quite costly but in the long run the process will allow for a smoother planning application.

These are also used to find out what the Council will allow, where there may be problems and what S106/CIL might be needed. Also these are always confidential so will not appear on the Council website.

So I would imagine what is happening is a few drawn out meetings between the architects and the more senior planning officers (possibly even the Head of Planning) to make sure that as this will be an extremely hot topic application that everything is golden between the Council and the Club.

The only thing they can not account for is the residents surrounding the ground - at my local authority when a planning application is being decided it only takes 3 objections to make it go to committee.

Pre Apps can take days to months depending on the application - I would imagine this would be around a month.

The Club may also be going into a Planning Performance Agreement which is a contract between the Council and the Club that means the Council have to deal with the application in certain timescales as well as other bits and pieces.

Sorry for the long message but just wanted to shed a bit of light into the world of planning.... also not all Planning Officers are bad - just like the Council they get a bad rep because they are an easy target!

If tests have been carried out to prove that the adjacent properties will remain with sufficient daylight during a reasonable timescale of the 12 hour day that is an objection that will be ignored.
Basically, IF local residents complain/object they will have to come up with proper solid reasons why and in some cases even prove their point before having that point being taken into consideration. Otherwise you could just have three local residents object on the grounds that 'I don't like it' and it'll get thrown out!
