Alternatively, choose a colour tone (I still think a mild sandy tone) and use a darker version at the bottom and a very light variation of the same colour at the top.

Why do I feel gay wring this? I'm not gay, I just like homes to look nice, dammit!

Sounds like the lack of natural light is your main issue, so you really want to keep it neutral but maybe not quite as neutral as you currently have it.

With a couple of rugs and a change of light fittings etc you could keep the colour light and change the look of the room.

maybe an accent wall at the end of the room for a splash of colour that you can then pick out with soft furnishings.

OMFG...did I just write all that!!!???

You need to get rid of dado rail behind table. Wallpaper that wall with a modern paper. (min 30quid a roll, NOTHING CHEAP) Paint rest of walls same colour, top and bottom (it's not the 1990's) using a colour from Farrow and Ball paints. Paint dado rail same as walls using eggshell finish.
Sorted.
p.s Your lightings crap. Try using more table lamps.

Agree with those points. Have reservations about a split colour or split wallpaper due to the whole 1990s vibe. Not sure the landlord will have it if I ask to take it off though.
