I don't think it's a great appointment at all, but de Menezes was an illegal immigrant, living in a property under surveillance related to suspected terrorist activity, bore a reasonable resemblance to a wanted terrorist subject, was wearing a "bulky" jacket, had some wire visible in his rucksack and failed to respond appropriately to the "armed police" command. Now, it turns out he was an electrician and spoke poor English (would you have wanted him rewiring your house) so he was the victim of an unfortunate set of circumstances, but I think the chest-beating over his shooting has perhaps gone a little too far. Does anyone think there would have been the same response to a British illegal in Brazil in the same circumstances? It's a very poor appointment, but I don't think the de Menezes shooting is the reason why it is so.
