I think they do, and that's part of their objective, on top of being sectarian. By hitting the tourism industry they create poverty, which creates dissatisfaction and anger among the population, which will ultimately be aimed at the state, which they then exploit to recruit more members further down the line.

It seems paradoxical, but the same groups that do this kind of s**t, are affiliated to or recruit from groups that are opposed to the state.
