This is just a guess, mind, but I think he's suggesting that the perpetrator/s, ie people who think it's ok to throw objects at players from the stand are not behaving like civilised human beings. Personally, I think the zoo analogy is inappropriate as you'd be hard put to find any animal, in a zoo or elsewhere, that behaves in such a blindly moronic fashion. As I said, just a guess.
