Speed to fill has probably increased so jobs don't hang about long. If HR reports turnover has fallen - and it has - I also don't see your issue. If they say it's fallen because of what they have done then it could be an issue. Having said that, you can tell when internal initiatives are working by looking at employee engagement surveys.

If HR reports turnover has fallen - and it has - I also don't see your issue. If they say it's fallen because of what they have done then it could be an issue.
