The analysis is that this will make the upcoming budget less promising than perhaps previously expected and it will be a case of more medicine to make us sicker. It's a bit like Munchausen by Proxy.

It is about the overall health of a population not just the classic definition of a "disease". (i.e. malaria) If you like but that makes your first statement wrong. The figures quoted for life expectancy are mortality rate as they include death from all causes including malaria.

Like what? Dunno, however epidemiological studies, such as those based in economic analysis, can demonstrate relationships of significance between two or more related phenomena. For example, there is no absolute proof that smoking causes lung cancer, however there is an incredibly strong correlation between certain lung cancers, smokers and certain carcinogens, that are present in cigs. So, yes, you can use an economics based analysis to show strong correlation between different factors that might appear at first to be unrelated.
