Why does it take so long to sign a transfer target

My mate was in a pub last night , and he heard this bloke droning on and on about how he was a long standing palace supporter aged 64, who had a few contacts in the game. He was a bit weird, as he kept using his hands to make "quotation marks" at odd intervals and used words like 'piffle' 'hogwash' and 'risible' at every opportunity. Anyway he said that palace were on the verge of signing Sakho from Liverpool, Perez from Arsenal and munir al hadadi from barcelona, along with a goalkeeper, whose name he could not possibly divulge. He then went on to say that if he was wrong on any of this he expected to be on the end of much vituperation. Strangely he wore a half and half palace / brighton scarf, which my mate had never seen before. Other than that i think we are finished for this window.
