What would be intelligent immigration policies?

That is not the case at all Nick.

People come here looking for work who are then employed by construction companies- they are not brought here by constructions companies.

The current regime decides that neoliberal ideology should still drive our decisions. Change this and you could assure greater security, control and motivation in all those who are working, regardless of where they're from. This is intelligent immigration policy.
