Of course it can, don't be silly! An option to buy is about an agreed fee for transfer and nothing to do with the player's terms, which is a separate agreement.

From everything I've read, options cost money. odd to purchase something you can't enforce. you'd basically be purchasing it for the entire market because the selling club couldn't accept a higher bid from elsewhere.
