I am not a Scandinavian linguist, but in German if you don't have the characters with Umlaut available it's in order to write an 'e' after the vowel in question instead (moeglich, ueber, taeglich). This letter in Norwegian and Danish (and Faeroese) represents a sound similar to the German o with Umlaut: put your mouth as if to say "goose" but then try to say "Sir Lot" instead. Wikipedia suggests that the o-slash can be written 'oe' where the character is not available in non-native typography. Similarly "aa" for "å" and obviously "ae" for "æ".
