Question on how VAR works. There seems to be quite a few officials in the VAR room. So what happens if the referee misses a possible penalty? Who decides to tell the referee to look again? What happens if they disagree amongst themselves? Does it have to be unanimous or is it just one person who makes the call? This might explain why the Harry Kane incident was not referred if the VAR team could not agree amongst themselves?
