He can still be signed but he can't play, and the DFL would probably get sued.

The LFP did this with Neymar when he went to PSG and he missed the first couple of games.

It depends what you believe. The reports were he has signed and we were waiting for international clearance. If this is true he is our player but we can not play him in any competitive match until clearance is given. International clearance should be fairly straight forward unless there are some debts relating to him in Germany or he is suspended. His player registration then moves to FA and we can announce him formally

Relevant rules
6. The Football Association will ask the National Association concerned via fax for an International Transfer Certificate. This will be done by email in the event of a fax facility not being available.
7. When an International Transfer Certificate has been issued to this Association the Club and/or player will be notified by fax, telephone, e-mail or letter by the Registrations Department. Until notification has been received the player may NOT be registered or play for a Club in England at any level.
8. Such a player may NOT play in a competitive fixture at any level in England until an International Transfer Certificate has been received and registration has been accepted by a League and/or this ssociation. Letters from National Associations and Clubs are NOT sufficient to enable a player to play competitive football.
9. Players may train or play in ‘behind closed doors’ friendly matches without International Clearance. However, in these circumstances, the Club should have the permission of the player’s former Club and confirmation that the
player is not under suspension. For friendly matches played in public the written permission of the other National Association is required.
10. Should The Football Association not receive an International Registration Transfer Certificate, or a reply stating a reason why this is not being issued within 30 days of the FA’s request, then a provisional clearance can be issued.

This link (I posted earlier) suggests a deal has not been reached though. I really don’t know what to believe, let’s not get our hopes up too high yet.

I'm wondering if he has joined the team in training yet.
Seems like he could be there already if clearance is the only issue.

We need better spies at the training ground, though I'm guessing some news outlets would be trying to get a pic of him headed to training if that were the case.

But that article doesn't even mention the issue of the international clearance, which has been confirmed multiple times by reputable sources to be what's delaying things. I honestly wouldn't put any stock in an article that misses such a key piece of information.

I read in an article (I think posted on here earlier) that if it does take longer the player can play/be part of the club as long as the majority of the paperwork is in
