I wouldn't rule him out for being old, Glenn Murray is doing Ok for someone who is supposedly old and slow. Old isn't always a negative, some players get better and looking at Wagner's record from 2015-17 he MIGHT be one of those. Clearly Munich hasn't turned out how he wanted but if his price is around £6m (a loan would be better) I wouldn't rule him out so quickly.
