Of course overall you're correct. Pretty much play by the rules & you're an easy target. And the reason is most 'Law abiding people' accept it.
Then again if you don't give a monkeys & when arrested moan about you're 'Civil Rights' Etc they let you go.

i predict that if the situation gets any worse, members of the public will be taking the matter into their own hands. Certainly those who live in crime-ridden areas. Happy to not live in a modern-day war zone. The lessons of history are all there. How did Tommy arise ?

Pretty much spot on. If you're straight down the line and a known quantity, they'll pick fault over nothing. If on the other hand they feel an air of intimidation and lawlessness, a wide berth is typically given. So then horrendous stuff like this happens when someone does actually do their job properly.
