I’m pretty sure TPO’s are for specific trees so it’s not likely there is one.

You can cut back all the branches on your side of the fence.
I can’t see any treason why you also shouldn’t be able to dig down and cut all the roots on your side of the fence then put in a root barrier. That might also help stunt its growth.

Your right...TOP's have to be applied for and thee should be a register to check. when they are the also usually have numbered tags on them as well.

Clearly do the sensible thing and check before then getting to the roots on your side of the fence and cutting them away before then dropping poison in and around them before covering back up.

I wouldn't kill somebody else's tree but I would say that their behaviour is inconsiderate and is causing you inconvenience.

Maybe there is some official 'root' you can go down because this kind of thing must have happened many a time before.

Dig it up and replace it with a different tree each month. They'll eventually think they're losing their minds and will move home.
