I have said many dont need or deserve this payment as they play the system. The ones that do shouldn't be collateral damage to stop the ones who dont. If a third of the receivers benefit in real terms it's a good win ratio. Keeps us safe every year if you want an analogy.

Yup exactly. I have said many dont need or deserve this payment as they play the system. The ones that do shouldn't be collateral damage to stop the ones who dont. If a third of the receivers benefit in real terms it's a good win ratio. Keeps us safe every year if you want an analogy.
