According to my Millwall mates they tend to sign players on loan with the option to buy. This seems to work out rather well for them considering they have one of the smallest budgets in the Championship.

In recent seasons Millwall signed defender Alex Pearce on loan and he subsequently signed for them on a permanent deal.
Same for defender Jake Cooper and midfielder Jed Wallace.
And of course Mason Bennett has gone down this route.
