If it was a spontaneous gesture, I would say just buy a bunch of flowers, and they don't have to be expensive.
I swerve Valentines as I don't like packed restaurants, or being ripped-off by the florist.

Birthday's are a tad different, because she will want to show the gift to her friends and family. Restaurants and Spa's might be tricky with the changing Covid regulations.
And if buying jewelry , you have to be sure it will be something she really likes.
Perfume is always a winner, if you know what she likes

I have been married over 20 years & about 19 years ago my Mrs banned me from buying any jewelry unless she was there to approve it - when gifting these days my only function now is to pay for it.

Arrange to go to a nice bar & pretend youre not together.
She goes in first, you (enters stage left..) a few mins later & get a drink, attempt to chat her up fresh.
Few drinks, maybe a meal and its a happy ending a few hours later with you podgering her senseless back home
