Maybe but all European EU citizens have an ID card. That's the normal form of ID used when traveling within the Schengen area of the bloc, which makes up most of the union, so they will have travelled to a number of countries on that basis, unlike a huge number of Americans who haven't seen anything else at all. EU citizens who travel within the 26 countries of Schengen, don't need a passport.
