I saw that the cost of replacing your boiler, if/when this new law comes in, with the new underfloor stuf that goes with it, will be around Ł18000, as oppose to the cost of a new gas boiler Ł1800/Ł3000, the good news is their might be boris grants/loans, first come etc! Win win-for business!

Win win-for business! I can't see gas boilers being phased out just yet as the technology isn't quite there yet and as you say the price is crazy money. A noble ambition but all the alternatives have problems at the moment. One more point

At the present rate of global warming we will have fried long any of this comes on-stream. Amazingly the UK has zero emissions target of 2050!

What will probably happen is that boilers under a certain efficency rating will be phased out.
If a sum can be put forwards to show high efficiency is as good as electric heat pumps including using the energy from the grid to run it then it's no difference.
Alongside that there will possibly be some sort of incentive to replace a low efficiency boiler. If you can get up to 90% efficient then it's a good boiler.
