My guess would be that they are domesticated animals and therefore you have a duty of care towards them. Nobody is going to be charged with animal neglect/abuse for example if a fox dies of starvation but were it a cat/dog that was a domestic pet you would be liable. Also, many people own cats/dogs and they are often very much part of their 'family'. Not a million miles away from when you see/read about cases of child abuse in domestic situations and you think 'God, how could anyone treat any child like that, let alone their own?'... and you think of your own. Get your point of course but would be my guess anyhoo.
