1. Every citizen of the Union has the right to move and reside freely within the territory of the Member States.

In Europe, no law prohibits foreign citizens from buying property but certain countries have put limitations on this right, often with regards to residency rights, property type or buyer category. For example, only residents can buy real estate in Liechtenstein. In Andorra, Hungary, Denmark, Iceland, Poland and Malta, foreign investors can only buy property after receiving approval from the local authorities.

Don't know. Protected status of certain areas presumably - although it might be that the language is what is protected.

Some locals will cash-in and sell up for big offers. Others, who are more engrained in the community will knuckle-down and put real and invisible obstacles and barriers in people's path, whether legal or not.
I think you have to be pretty 'special' to want to live in a cul-de-sac like Cornwall. In winter it can be pretty harsh, with some areas like ghost towns. In Summer it's like the worst traffic jam on Oxford Street
