Exactly, Tottenham have future proofed their new stadium. I thought the standing could be used in European comps.
Anyway, standing or sitting, you can only have the same amount of people in, so really only do it if you can afford it, or if you are replacing seats anyway.

I would merrily accept mandatory ID cards if it meant I could drink in sight of the pitch and, of lesser importance, stand if I fancied it.

Drinking in sight of the pitch improves watching rugby by a good 25%.

Similarly it is perfectly legal to allow your fans to stand at matches, as Palace do. Different rules at different grounds, presumably in consultation with local authorities.

Utter tripe, Palace have been warned numerous times about the fans persistent standing, even threatening to close that part of the ground.
Problem with enforcing the rule is it only takes a few to stand up at the front and everyone else can argue they have to because they cannot see (which is why I just dont think this singing section has been properly thought out). Just because people do it does not mean its 'perfectly legal' That couldn't be further from the truth!

And by the way Spurs are a bad example to use, their safety certificate is only temperary. If they haven't completed tasks set them by Health and safety by June they will NOT have a permanent safety certificate enabling them to use the stadium at the start of next season.

Health and safety are government run, audited regularly and their employees of power/influence are watched carefully. Its a massive risk to take a bung on something like that. We're talking jail time if caught so I would not only doubt you quip, I'd dismiss it altogether.
If what you say has any weight at all how come Spurs were only issued a VERY temperary certificate with a long long list of jobs to be rectified, resolved and inspected by June in order to get permanent one? If your little brown envelope theory was even close to the truth Spurs would already have their full certificate now wouldn't they.

It's just the way I presume football clubs get things done. I hardly think it's unheard of for 'payments' to be made in football for things like 'consultancy fees'. I'm glad government Health and Safety representatives sound unlikely to get involved in such things. Let's tell the truth here: I would laugh my tits off if Spurs couldn't use their new ground. So would plenty of others, I presume.
