And not going to happen of course, plus also not as funny as us not having a date to even start the work on our new stand or, it would appear the funds to pay for it. I wonder if Parish has already put it in the same box file as "plans for new stadium at CPP"?

Similarly it is perfectly legal to allow your fans to stand at matches, as Palace do. Different rules at different grounds, presumably in consultation with local authorities.

The ground regulations of a club (including the ban on persistent standing) form a contract between the supporter and the club. Entering the stadium is a tacit agreement to accept the ground regulations.
By standing, the supporter is in breach of that contract and this is a civil and not a criminal matter accordingly it is not illegal to stand in all-seater grounds.

There are of course safety concerns about supporters standing in seated areas and of course as has been well documented on HOL the focus of my ire concerns supporters standing and obscuring the view of those who have paid hard earned money for their seat and wish to sit and view the game.

If all the requirements with respect to football matches were just civil then you would be right. But your not otherwise the criminal prosecutions over Hillsborough could not have taken place. Look at requirements on connivance and neglect under HASWA and the changes to corporate manslaughter as a result primarily of the Herald of Free Enterprise. These are criminal charges. In short the act of allowing people to persistently stand can be used as proof that safety of people present at the event has not been adequately safeguarded

Is the new stand ever going to happen. It’s looking less and less likely with every day of silence.

It’ll be a travesty when we eventually go back down with nothing to show for our fortunes in the PL except memories (good and bad ) and some wealthy players and owners.

With respect, the issue of Hillsborough goes beyond what I asserted in relation to standing in seated areas.My focus was on the latter and I was not suggesting that all incidents at football stadia are a matter of civil rather than criminal law.

A possible reason that the two US investors aren't saying anything/apparently wouldn't be adverse to selling their shares may be because they're excatly that, investors, looking for a return.

The club has lost not inconsiderable, sums in the 2017/18 accounting period and may well have lost even more in 2018/19. Their promise of £50m towards the new stand is probably starting to look like small potatoes compared to how much it will cost to keep us solvent.

At present I'd say the only way anything is going to get built is if we make some big money on sales and reduce the wages bill. That presupposes, of course, that we can replace sold players without spending all of the monies received and their wages are less.

Unless the US can/do sell their shares to a more benevolent owner(s), with cash, who see infrastructure investment as a long-term benefit and aren't looking for a quick profit; unfortunately the world is somewhat thin on Tony Bloom's

Financial considerations aside, building a new Stand is Capital Construction while player wages and transfer fees are Operation Expense. These are two separate budgets that are not co-mingled. I would think the new stand will be financed by a type of mortgage to some degree.

Let’s look at the experience of AFC Wimbledon, Charlton Athletic & Brighton & Hove Albion. Two built or are building new, one rebuilt existing. All three have been subjected to a lengthy planning process that was stalled several times by outside factors. IMHO what is needed now is patience & vigilance. I suspect there may be pressure groups lying in the weeds for us that will demand their pound of flesh. Ain’t politics grand!?

I have the same feeling step forward TFL and the Mayor of London. Did you know his dad drove a bus? (Sarcastic tone).
