What's required is a grasp of man-management, resource allocation, time scales and budgetary control etc etc. The detail is delegated to the specialists who work for you. Routinely changing such people keeps the departments fresh and from complacency setting in. That’s one view. Personally I found a frequently changing stream of senior managers extremely detrimental. Any reservations about their often daft ideas was dismissed as “being negative”. The fact that a lot of their ideas had been previously found to fail was ignored.

I have been out all day. I haven't seen or heard the Cummings statement and questioning, nor read any news reports about it. Yet. I have though skimmed through the last few pages of this thread and got the drift. What I did hear today was one of the "SAGE" government experts on the radio. I didn't catch his name but he is a behavioural scientist whose job it is to advise how we will respond to rules and requests. It was his view that Cummings has made it much more difficult for the next stage of the lockdown release to proceed as planned. Getting people to now follow the rules is likely to be very much more difficult. He was fuming and said that the probable outcome of Cummings not being sacked over this was that more people would now die. That is a very serious accusation which, in my opinion, is going to become the big news in the coming days. That simply cannot be allowed to happen. If sacking Cummings saves just one life then it needs to be done, whether you have any sympathy for him or not. If Johnson fails to do that then that accusation will not go away until he does. The pressure will just continue to mount from both within the Tory ranks, the opposition and the press. It will divert attention and break the consensus. It's a no brainer. He has to go. Toughing it out cannot be an option if lives are on the line.

Are you really missing the point? The rules have changed since Cummings made his trip but that's not the point. The point is that by allowing him to break the rules by finding all kinds of excuses and exceptions will impact on how others behave. Whether they should, or not, is another matter. Cummings ought not to have done so but he did, and so will others as a consequence of his example and Johnson condoning it. If the suggestion is that this will lead to more deaths than by taking a firm line with Cummings (whether you believe that firm line is justified or not) then firm line it has to be.
