He was chased because he had been arrested the previous day for drugs and sure enough the following day he is out breaking the law by his own admission yet again. He resists arrest by running away again by his own admission. He has also served time so has known history for criminality. Did he he deserve to end up paralysed, no. One thing is for sure though, had he not broken the law or resisted arrest we would not have this story at all. The narrative that is being created here is that a section of our community believe they are above the law, should not be arrested for breaking that law and should be allowed to resist arrest with impunity.
