I would've thought being an actual city would be a prerequisite for being the City of Culture, but it seems not. My vote goes to the Borderlands region, comprising Dumfries and Galloway, Scottish Borders, Northumberland, Cumbria and Carlisle City. Really rolls off the tongue!

It's the only place I know where the buses have outside toilets.
