In my experience, which is not going to represent everybody's of course, this happens in targeted bursts and is neither consistently or widely applied.

Again, for me, it has led to negative business results and I still strongly believe damages or obfuscates that which ought to be addressed: the identification and removal of barriers and obstacles, such as prejudice or unconscious bias, to ensure this makes the proverbial playing field as even and effective as possible.

Now, I do 'get' the point being made but at what point can you say the great ol' British public are being quite deliberately lied to?
