I think Everton is a nut-job, not Frank. It's good that he has been returned to normal society, I am sure he can be rehabilitated ok. The wife won't like him around all day, I remember when I lived at Hove the Brighton manager was Archie Macaulay, he resigned and became a traffic warden. He loved it and regarded it as career move. Which, of course, it was!
