The Cumbria Shooter, Bird, took at least six hours to isolate, Michael Ryan was active for over an hour, Robert Sartin 20 minutes, Thomas Hamilton 16 minutes, although that was for ambulances to arrive. In both the Sartin and Hamilton cases, its slightly different, because the first officers on scene were quick, but unarmed. In Sartin's case he surrendered, and Hamilton's case he'd shot himself. But I think its fair to say that the armed response of 30 minutes isn't actually too shabby in the Tunsia case, given that once you have armed units on scene they still have to locate and eliminate or isolate the shooter, who is likely on the move.

In the interim, it may be in NATO's interest to provide economic assistance to Tunisia, to cover the financial impact on Tourism; to which Tunisia is somewhat dependent. The consequences of a economic collapse of Tunisia is likely to be increasing power of pro-Islamic fundamentalist groups, and an operational 'safe haven' as seen in the Libya.

Start doing that and Greece will start blowing up their beeches for economic assistance.
