Reading the report it sounds like the design, engineering, signage and lighting were contributing factors. I think we have to assume the driver didn't deliberately crash meaning it's not much of a criminal case. There is certainly negligence - which is noted. I'm presuming all the victims have been/ are being compensated but that may not be in the public domain.
