I remember watching a documentary some years back on the Russian Police and Judicial system. Only 10% of people nicked in Russia get bail no matter how minor the offence. Russian borrowed quite a lot from French and English in the nineteeth century, particularly when social and technological innovations came to Russia from Western Europe. A favorite example is their word for a railway station, which is 'vokzal'. It's a transcription of the name of Vauxhall station in London which apparently impressed the Russian railway officials when they visited it. Funnily enough this Russian word "khuligan" takes the stress on the last syllable, where Scottish and Irish Gaelic generally stress the first syllable, as in this case. I think kt serves pronunciation in the oblique cases, "khuliganov", "khuliganami" etc. Where I come from of course "hooligan" is pronounced "millwallfan".
