In Ireland, any suspicion at all needs to be reported. Not doing so is an offence. Then there would be a police investigation. That is a relatively new law - maybe ten years or so ago.

What the shower arrangements might be where Biden lives, visits or otherwise uses is irrelevant to the behaviour. We don’t know and it doesn’t matter. Nor do these persistent slurs about him “sniffing hair”. Who knows what motivates that? Some people like to identify perfume. Others just like to experience it. There is no reason to assume any kind of inappropriateness. It was careless, given the way it was interpreted, but that’s all it was. He is a kindly grandfather type who shows affection towards kids. We used to celebrate such attributes, rather than suspect them, and as a man of a similar age I resent being suspected.
