Sticking Soundbloc board to the existing wall won't do much. You ideally need to build another wall with an air gap between the two. Some insulation in the void will also help but don't pack it full of it or it will transfer the sound. If you can afford to lose 3/4 inches of space that's your best solution.

Oh and never go to the council about it, unless you're in a council property, as you have to declare you've got noisy b******s next door when you come to sell it.
