You see a similar assumption in IT where people assume that 'delivering software applications into commercial use' is as simple as installing software on your home PC.... People like to assume things, that fit their agenda, rather than understand that most of the bureaucracy in a system is redundant, or 'for its own sake'. Its not, in truth, mostly generated from demands to ensure that 'something that went wrong that was avoidable' never happens again. Usually in result to public demand and political policy, and legal precedents. You'd be surprised just how difficult it is to control and distribute medical details of individual patients, in line with their legal rights and requirements of things like Data Protection etc - Especially within a digital system.
