I just watched it again. No arm across his neck. No holding back. No impeding. No penalty. Even the commentators questioned it. It was a while ago, so you can't apply today's rules. It was a soft penalty. Back then, they got away with kicking lumps out of each other frequently.

I remember Alfie Noakes missing one - his shot hit the crossbar and almost broke it. Can't remember the opponents - might have been Millwall. Ronnie Allen was a good penalty-taker.
