Or more accurately, sadly there is a reason of our own creation that a bunch of seats never get taken up.

I get a feeling that the billion quid for the dup was a total .Not a separate lump. They had funding to come anyhow so it's only the difference up to that figure that was as you say ' the grubby deal'
