That is, that the state knows better than the people it governs; that a nation cannot flourish and prosper unless they lead their lives as directed by a little group of people in power. This is the central idea of the left - nothing is well managed unless the government manages it. The people can not be trusted to decide anything unless the government supplies the answer. Anyone else's decisions or management is contemptuously dismissed as chaos. Yet the state is nothing but a few fallible people in Whitehall making guesses about the future, influenced by political pressures and prejudices. Their 'planning' is likely to be wrong and out of date. In the real world it is the mass of people and businesses who are quick and accurate - producers listening to consumers, savers and investors picking the best bets, their everyday activities driving market forces where survival of the fittest ensures the best prices and quality.
