Forgive me if I got this wrong. The Cabinet Office appears to be a Department of Government. Its employees are not Civil Servants. They work for the Government as far as I can see. The Cabinet Office is the government department that over arches the whole civil service. It for example sets some pay and terms and conditions. It also is one of the departments that links government to the people. It is staffed entirely by civil servants but in common with every other department any ministers will make political appointments tments as advisors. (aka SPADS.)
